Start New ITI

The Ministry of Skill Development and Entrepreneurship, Government of India and DGT/NCVT are pleased to announce the launch of new Procedural and Civil Norms for the establishment of ITIs across the country. Procedure for seeking affiliation has also been redefined. Now the applicant institution has to pass through the multistage framework for NCVT Affiliation of ITI. ITI Consultancy is a consulting cum project management organization, take responsibility of complete documentation with all state legal permissions, design ITI building plan, Online Application Submission, workshop installation, Panel Site Assessment support and query handling, Department Follow up, all as per latest guidelines and norms of NCVT/DGT New Delhi.

Fund Requirements

Cost of  start a new ITI is divided into these major heads; (i) Land adoption cost, (ii) Building Construction cost, (iii) Documentation Cost, (iv) cost of Tools, Machinery and installation, (V) Library and IT LAB Setup cost, (vi) Furniture and fixtures cost,  (vii) Manpower Cost, etc. Cost of starting a new ITI is mainly depended on the demographic factors of proposed Location and Number of Trades and total Units for which Affiliation is sought. For accurate calculation of fund, our technical experts prepare Detailed Project Report (DPR) for each proposed ITI.  

Land and Building requirements

Ownership of the dedicated plot and building of the ITI should be owned or on govt. registered live lease for a minimum period of 10 years shall be allowed. All the blocks of the ITI should be constructed with a single contiguous plot as per local building bye-laws except hilly state regions. Where local building bye-laws are not available, National Building Code (NBC) of India shall be applicable.

Administrative Area- Principal Room, Reception cum waiting lobby, Staff Room, Admin Hall, Placement/Counseling room.

Institutional Area- Classrooms, Workshop Area, IT Lab, Drawing room, Storeroom.

Amenities Area- Multipurpose Hall/Court Yard, Library & reading room, Canteen  (including kitchen & pantry), First-Aid Room, Toilets/ Water closets, Playground, Parking area.

Trade selection and Seating capacity

ITIs can be opened with minimum 4 Trades and maximum of 12 units per shift per Trade. ITIs with 3 stars and above ratings, according to ITI grading system on NCVT portal would be allowed to add more units after one year/ two years depending on the duration of the trade. At present 126 Trades are running under Craftsman Training Scheme, most popular trades are Electrician, Fitter, Machinist, Welder, Motor Vehicle Mechanic, Draughtsman, etc.


Design and Approval of ITI Building Plan

Our architecture experts design ITI building plan as per latest guidelines of NCVT/DGT. While designing building layout, our main focus is on build economically modern infrastructure with time and cost saving plan. Complete building plan of ITI is in accordance with the relevant standards, requirements as per local building bye-laws or envisaged in National Building Code of India. This building plan will be approved by Town Planning Department/ District Magistrate (Collector)/ Development Authority/ Municipal Authority/ Any other Competent Authority as per State Government Act.

Building Completion Certificate (BCC) of ITI

Desirous Institutes are required to submit a Building Completion Certificate (BCC) with respect to name & address of the ITI from Municipal Authority/ Development Authority/ Competent Authority clearly stating that the Building(s) is fully constructed and ready in all respects for the intended use as Industrial Training Institute (ITI) as per the local building Bye-Laws.

If the ITI falls in an area, where presently no statutory physical plans exist under relevant State, In such case, Building Completion Certificate of the ITI shall be approved by Government Civil/ Structural Engineer clearly stating that the Building(s) is fully constructed, safe and ready in all respects for the intended use as Industrial Training Institute (ITI) as per NBC of India.


Electric Load and Power backup

Power Supply should be available as per requirements of each trade. Proper electricity connection from Electricity Department is mandatory for ITI. Institute should have a backup power supply with a capacity 50% of power supply required for all the trades/units. The backup power supply is the power required to run the trades in addition to the main 3 phase power supply in case of power failure.


Apply online ITI Application

An online mechanism has been established to enable the applicant institutes. These details out various requirements for Affiliation and Accreditation as applicant proceed for filling up the application form. Once the application details are submitted, the applicant will not be allowed to change the details. Our experts prepare the all necessary documents in right formats, and obtain various statutory permissions according to NCVT/DGT rules, after assessing various requirements like infrastructure, tools and equipment, staff strength, power requirement, etc. fill the ITI Application form correctly that will help in timely affiliation.


Documents Required For NCVT ITI Affiliation

  • Registration certificate of society/Trust/Company with its byelaws,
  • PAN card of Applicant Organization,
  • Valid ID Proof i.e. Voter Id Card/ PAN Card/ Driving License/ Passport/ Aadhar Card of Trustees/ Members/ Directors,
  • Valid ID proof i.e. voter ID card/ PAN Card/ Driving License/ Passport/ Aadhar Card of authorized person,
  •  Ownership document of land/Registered Lease deed,
  • Resolution by the applicant organization, pertaining to starting an Industrial Training Institute (ITI),
  • Resolution by the applicant organization, pertaining to nominating an Authorized person,
  • Building plan duly approved by Town Planning Department/ District Magistrate (Collector)/ Development Authority/ Municipal Authority/ Any other Competent Authority as per State Government/ UT,
  •  Building Completion/ Occupancy Certificate as per Local Building bye-laws/ NBC of India duly approved by Municipal Authority/ District Magistrate (Collector),
  • Fire Safety Certificate, duly approved by Authority from Fire and Safety department of the concerned state government/ UT,
  • Electrical connection documents-
  • For New Institutes: Installation report/ Meter sealing report indicating sanctioned load or if meter sealing report does not have sanctioned load, the copy of the sanctioned load, proof of payment of dues for the same along with meter sealing report.
  • For existing institutes, electricity bill indicating connected load and latest bill of payment made.
  • Resolution regarding Electrical Connection,
  • Details of the provision of the backup power supply,
  • Certificate of Advocate for Registration Documents, Land documents,
  • Tax invoices for machinery, equipment and tools. For machinery, equipment costing above Rs 10,000:
  1. Tender finalization document,
  2. Goods received documents,
  3. Store’s inward register, and
  4. BIS/ ISO/ DIN certificate.
  • Vehicle registration certificate for Automobile Trades,
  • Computer Lab Setup bills,
  • Library books Tax invoices,
  • Teaching and Non-Teaching Staff Documents, etc

The fee structure for Accreditation

The fee structure has been segregated as per following;

Up to 2 Trades or up to 12 Units

For more than 2 trades or more than 12 Units

Application Fee

Rs 10,000/- (Rupees ten thousand only)+ GST charge

AdditionalRs3,000/-(Three thousand  only)  for  every  additional trade or addition of every 02 units

State Approval and NOC from State Directorate

State Directorate would review the applications from the point of view of the requirement of an ITI at the proposed location as well as the requirement of Trades/Units proposed by the applicant. They will submit their NOC accordingly. ITI Consultancy Services will furnish all documents related to statutory permission like Fire and Safety NOC from local Fire Department, obtain building completion certificate (BCC) from Local Competent Authority. Our educational and law consultant deliver full efforts in completing documentation and coordinate with each concern department for the easy process of ITI Application.

ITI Accreditation Procedure and Follow-up

Accreditation process shall include the following stages:

 Stage I- Desktop Assessment: online application submitted by the applicant in DGT portal. DGT/Authorized agency will verify the uploaded documents. After Desktop assessment NOC from State Directorate DGT will issue LOI (Letter of Intent) at the end of the 1st stage.

Stage II- Civil Infrastructure Assessment: State Directorate will verify the Building Infrastructure detail, Site Plan, Building Plan approved by the competent authority, review Building Completion Certificate (BCC), Geo tagging of plot & building. After that State Directorate will issue LOI at the end of the 2nd stage.

Stage III- Equipment Assessment:  State Directorate/ Notified Accreditation Authority will ensure physical verification of equipment, machinery, tools, IT lab, furniture and sanctioned power etc. as per the latest NCVT norms 1 and as per uploaded details.

State Directorate/ Notified Accreditation Authority shall submit the accreditation report to DGT Headquarters (HQ) for grant of affiliation by NCVT to consider the case.

Teaching and Non-Teaching Staff requirement

Applicants shall upload staff details after completing the accreditation process and before the grant of affiliation. Appoint Instructors/ Principal/ Superintendent and other technical and administrative staff strictly in accordance with the prescribed norms • the staff appointed at the ITI shall not be attached with any other ITI. The duplication check will be done through Aadhar Number.

  • Technical Staff- Principal, Superintendent, Training Officer, Drawing instructor, workshop Calculation instructor, etc
  • Instructor Staff- Trade Theory Instructors, Trade Practical Instructors.
  • Non-Teaching Staff- Accountant, clerk, Librarian, Storekeeper, Guard, etc

Staff Documents Includes;

  • Photograph and Aadhar card of Staff,
  • High School (10th Standard) certificate,
  • ITI/ Diploma/ Degree certificate as applicable,
  • Experience certificates of the staff,
  • Account details for salary transfer,
  • Driving License of Instructor for Automobile sector trades.


ITI NCVT Affiliation Process and MIS Registration

After receiving accreditation report from concerned State Directorate/ Notified Accreditation Authority, the recommendations would be placed on DGT portal for a week for inviting public comments/grievances, if any. NCVT Affiliation will be granted to it is which confirm all the requirements as per the latest NCVT norms.

After Affiliation grant, DGT will send NCVT MIS registration Username and Password to all newly affiliated ITI for the successful creation of MIS Profile.
